The UK's delay report status

The UK is not included in the 6-12 September European report. The current HSP sample covered 29 of 32 directions and did not pass the weekly sample gate, so raw Darwin collection is not presented as a verified terminal-arrival ranking.

We keep the earlier published reports in the archive and only promote a country when its current terminal-arrival evidence passes the weekly gate.
